מה שיעור מס הרכישה כיום בארץ?

מס הרכישה כיום מחולק למדרגות כאשר לקוני הדירה הראשונה שיעור המס יחל רק מגובה מיליון וחצי בערך. ולקוני דירה שנייה המס מדורג ומתחיל מ 5% לשקל הראשון ואז 6%. השינוי יחול רק לקוני דירה שנייה והמס יעמוד על 20% החל מהשקל הראשון. לצורך המחשה במידה וקונים דירה בשווי 2,000,000 ₪  להשקעה כלומר למי שכבר יש לפחות דירה אחת, ישלם כיום לפני השינוי 108,761 ₪  , לעומת 400,000 ₪  לאחר השינוי שמבקש השר כחלון להנהיג.

מה לדעתך כדאי לעשות?

מי שמבקש לרכוש דירה שניה בישראל יכול לחסוך עשרות ומאות אלפי שקלים במידה ויעשה זאת לפני השינוי.  יש לציין כי שינוי שכזה מצריך שינוי בחוק ולכן זה לא יקרה מהיום למחר. יחד עם זאת בתקופה האחרונה שוק הנדל”ן יציב ומהווה הזדמנות טובה לבצע עסקאות ללא סיכון.

Following the appointment of Moshe Kahlon as Finance Minister in Israel and his new proposal to raise the purchase tax for investors, we’ve asked Asher Avitan for some clarification. Avitan is an Israeli lawyer who understands and can explain the significance of the proposed change. What is the significant change of Kahlon’s proposed law in the real estate market in Israel?

Difficulties in recent years to buy an apartment in the country challenged the elected officials. It is clear to everyone that the solution consists of various changes. Kahlon wishes to make a change in order to defer investors in the housing market by raising the purchase tax rate. He wants to raise the purchase tax on a second residential dwelling to 20%.

What’s the current purchase tax rate in the country?

The purchase tax is now divided into steps. When the buyer first flat tax rate will only backed by a million and a half ago. And second home purchasers and gradual tax 5% starts from the first shekel then 6%. The change will apply only to the buyer when the second apartment is purchased. The tax will be 20% starting from the first shekel. For example when buying an apartment worth ₪ 2,000,000 ($644,000 CAD) for investment it means that those who already have at least one apartment, would pay currently ₪ 108,761 ($35,190 CAD). After Kahlon’s law comes in they would pay  ₪ 400,000 ($128,800 CAD).

What’s your advice?

Those who want to buy a second apartment in Israel can save hundreds of thousands of dollars before the law changes. It should be noted that this change will not occur overnight. In addition the real estate market in Israel is stable and now is a good time to buy or sell real estate before any major changes occur.
